Arceus with judgment at 100.
Also this is potentially a really challenging question to answer. I can't think of another 100, but off the top of my head, Cresselia learns Moonblast at level 99 in gens 6 and 7, so the answers could potentially change through the generations.

Or the answer could just be specific legendaries or mythicals lol
i think smeargle learns sketch at 100 but i can't be bothered to look it up myself. p sure mew learns something at 100 too
I didn't do much looking but I saw quite a few mythicals with level 100 moves
There's Celebi's Perish Song, Shaymin's Seed Flare, and Mew's Psychic at level 100. Jirachi's Doom Desire, Larvesta's Flare Blitz, and Volcarona's Fiery Dance used to be level 100, but are now earlier levels.
Okay! Thanks for all the helpful comments. I do not know exactly how Smeargle works, my old understanding of it was that it re-learned every 11 levels, but I don’t know if that’s true.

These Pokemon learn moves at level 100.
Mewtwo: aura sphere in gen 4, psystrike in gens 5, 6, 7
Mew: aura sphere in gens 4, 5, 6, 7, psychic in gens 8, 9
Celebi: perish song in gen 8
Regigigas: giga impact in gens 4, 5, 6, 7
Shaymin: seed flare in gens 4, 5, 6, 7, 9
Arceus: judgment in gens 4, 5, 6, 7, 9
Larvesta: flare blitz in gens 5, 6, 7
Volcarona: fiery dance in gen 5
Reshiram: blue flare in gens 5, 6, 7
Zekrom: bolt strike in gens 5, 6, 7

In gen 1, the highest level move is Mewtwo's amnesia at level 81
In gen 2, the highest level moves are Mewtwo's safeguard and Lugia's and Ho-Oh's future sight at level 99.
In gen 3, the highest level moves are Lugia's and Ho-Oh's future sight at level 99.

This looks to be all of them, though it's missing Arceus' Judgement and Shaymin's Seed Flare in BDSP
I used the data that Showdown! uses to validate teams in standard formats, and I guess I missed BDSP because BDSP OU wasn't a standard format.
