Which can I transfer to have Dark Pulse on Deino?

Are Ekans, Arbok, Seviper and Gyarados the only Pokémon that can do the job? Including chain breeding...

Yes they are aside from another Deino/Zweilous/Hydregion that have already had it bred on them. Sadly there is no way to get Earth-power and Dark-pulse at the same time. Go with Dark-pulse, Dragon-pulse(Draco-meteor if you use Scarf him), Flamethrower, and Surf.
