Since Generation III, Smeargle can Sketch Transform. In Gen II, it outright isn't able to.
However, in Generation III, Transform can only be sketched from a Pokémon attempting to use it while asleep in Ruby and Sapphire. Smeargle cannot learn Transform otherwise.
