What is the best Electric-type for a Black/White playthrough?

Probably Galvantula. Despite coming later than Zebstrika and Emolga, it has the distinct advantage of 91% accurate Thunder (with Compoundeyes), better stats than Emolga, and a slightly wider movepool than Zebstrika.

Eelektross and Stunfisk are probably not worth it thanks to the former taking a long time to level up and the latter coming after Skyla.

So I've tried a few different electric types before, they can be pretty useful against some of the trainers, including Cheren, and the gym leader Skyla. I would lean towards Zebstrika if you want to hit hard with a physical attacker, but Galvantula is a bit more of a special attacker/speed control option. My number one favorite is definitely eelectross, he's a real hoss. He hits harder than most other electric types, the levitate ability removes all his weaknesses and he has a great movepool that works in game and competitively. The only thing is that you need to level up friendship and use a thunderstone to get him, and you can only get tynamo later on in the game compared to the other two that can be caught earlier on. But those three pokemon are always solid choices, it just depends on what your team needs.

Why is Eelektross better than Galvantula against the Elite 4 and the final bosses?

Okay, so, first of all, Eelektross, with levitate, has no weaknesses and solid all around stats, not to mention a huge movepool. Levitate gives him exceptional defensive versatility, too, in contrast to galvantula who is weak to fire and rock, which are common offensive types among the late game bosses. Sluggish speed does hamper eelektross when quick hits are demanded, this is true, but when it comes to counter attacks and switch ins, eelectross does a much better job because of his no weakness and exceptional stats. Galvantula is a great pokemon, but in the context of the late game bosses at least, eelektross is more helpful and less likely to get swatted by beefy pokemon. Galvantula is more of a special attacker and speed control pokemon, and is pretty fragile if it isnt used correctly, and eelektross is more versatile, and has utility via its huge movepool. Its honestly up to your playstyle!

Honestly, with compound eyes, Galvantula can kick butt with thunder, which cant miss because of the ability, and setup can make this combo deadly. And galvantula has some good setup moves too, like electro web and thunder wave, but its move pool is very limited. Most of its best moves are bug or electric type, there isn't a lot of coverage that it has. But otherwise, it can be super strong if you use it in the right situation, you just have to be careful with type matchups. So if you want to avoid being limited to specific matchups and having to switch to stay out of danger, Eelektross is a better choice.

I think you're understating:
1. How frustrating Slow growth rate is compared to Medium Fast
2. How annoying low speed is. It means you have to heal the Pokemon even after favourable matchups where it gets a one shot.

Answer 1

Availability: Late-game (39% chance to appear in Chargestone Cave).
Typing: Electric typing lets it handle all Flying-types (most notably Skyla) and many Water-types. Its Bug typing allows it to hit Grimsley super effectively and makes Ground-type moves neutral. However, foes' Rock and Fire coverage will get into its way.
Stats: It has good Special Attack and high Speed (which makes Electro Ball useful), although its bulk is not impressive.
Movepool: It comes with Bug Bite and Electroweb upon being caught. At levels 29 and 34, it will learn Electro Ball and Signal Beam. It should be taught Thunder through TM at Icirrus City. Charge Beam is also an option, albeit an unnecessary one.
Major Battles: As a Galvantula, it sweeps Skyla and Brycen and can help in the fight against Drayden/Iris. At the Elite Four, it can contribute by taking out specific threats, but generally does not sweep.
Additional Comments: Joltik's usefulness is generally limited only to Pokémon that are either frail or weak to Electric or Bug. Catch a Joltik with Compound Eyes, as it's needed to achieve 91% accuracy on Thunder.

Galvantula obviously has much higher special attack than Emolga, and its STAB signal beam makes it better against Grimsley, Caitlin, and a bunch of the electric resistant opponents. Compound eyes and thunder give Galvantula higher damage output than Zebstrika and Eelektross despite having slightly lower attack stats. Joltik also learns better level up moves than Tynamo, and Galvantula's high speed means it doesn't use as many potions.

But if you want something that's good against Skyla, Cheren, or N, it's probably better to use Excadrill, Archeops, or Darmanitan than any of the electric Pokemon.

Galvantula is the better fast sweeper, while Eelektross is a bulkier wallbreaker with great coverage. Which one is “best” depends on your team’s needs.

Details:

Galvantula has high Speed and strong special attacks, making it great for mid‑ and late‑game sweeping. It performs well against Skyla, Marlon, parts of the Elite Four (especially Caitlin and Grimsley), and several of Alder’s Pokémon. Its main weaknesses are tanky opponents that resist Bug/Electric, like Darmanitan, Druddigon, Krookadile, and especially Excadrill.

Eelektross is slower but much bulkier, and its mixed movepool gives it excellent coverage. It’s better at breaking through defensive Pokémon and can take more hits while dealing steady damage.

Conclusion:
Pick Galvantula if you want speed and sweeping power. Pick Eelektross if you want coverage and durability.
