This is answerable so I'm clearing flags.

Junichi Masuda: “We never really planned to make a third version, we always want to do things that surprise fans. For example, after Black & White people thought Pokemon Gray was going to come next, but instead we made Black & White 2. And the same with X & Y, instead we made Omega Ruby & Alpha Sapphire. People thought Pokemon Z would come next, but taking advantage of the fact it’s the 20th anniversary, we decided to deliver another surprise with Sun & Moon.”

As for Pokemon Gray and Pokemon Z, Masuda and Pokemon Company president Tzunekazu Ishihara have used this exact same explanation on multiple occasions — that Gray and Z never got made because they wanted to surprise fans. But the real reason probably has more to due with sales figures. There have been some developer quotes regarding Gray over the years, mostly in Japanese, that paint a picture beyond just “wanting to surprise fans.” I’ll be publishing a video about Gray’s development in the near future, probably in early 2021. And I’ll eventually make a video about Z if future research suggests a video discussing its development is warranted.

Well, here's the thing, Pokémon x and y were a huge hit, so its mostly because of both financial and business-related stuff. Mostly sales performance, since, like I said, X and Y were both huge, also because of the political things going on at the time, with all the Paris terrorist things and...fun stuff like that seeming like a fun time to launch a Paris based game, and in the past, third installments, like sequels, haven't really sold as well as the base games that they usually release. Time and resources were consumed after making sun and moon, omega ruby and alpha sapphire, and so a sequel to the good old x and y games might not have been worth making at the time. So all that to say, financial and resource-related stuff is why they decided not to get to work on a sequel.

I don't know this for a fact, it's a personal suggestion, the only one way to know for sure is to ask the game devs, but its mostly just basic sales performance, developmental focus and opportunity cost. So its not the fact that I know it, its just my view and how it could easily be aligned with why they most likely didn't make a "Pokémon Z" game because of market strategy reasons. Im not saying its the truth, just a viewpoint.
This is complete nonsense.
Someone already asked the game devs, and their answer is on the page linked in the comment. Did you not read that?
