First hear me out, a decent 100 attack first impression will kill anything thats super effective and arena trap makes them unable to excape, quick attack can kill weak pkmn and can attack decently good in trick room. So? can this set be viable outside LC? (any format)

In general, Smogon bans Arena Trap and it is less useful in VGC and Battle Stadium (where Arena Trap isn't banned) because Pokemon don't switch as often in doubles. I also don't think Trapinch is very good in most ADV formats (the only generation to not ban Arena Trap iirc).
While not the same set, Trapinch can run something similar in Gen 9 (and 8 Monotype) and Gen 9 National Dex Monotype to trap and eliminate threats to Ground teams such as Meowscarada, Greninja and Ogerpon-Wellspring, though it uses Choice Band over Life Orb, as Choice Band can allow Trapinch to get guaranteed OHKOs with First Impression vs Pokemon such as Roaring Moon and Hisuian Samurott. I play ADV NU and Trapinch is somewhat viable there because it can trap Torkoal and Metang. I dont think its viable in any other format as far as I know.

If you're asking for "any format", you could technically make up a format where this is the only allowed moveset.

Not this exact moveset, but offensive Trapinch is somewhat viable in Gen 3 NU because it traps Torkoal, Metang and Flareon. It's considered a bulky sidegrade to Diglett who does the same thing. This happened after Glalie was banned, causing a spike in its viability. From Smogon

You may notice Trapinch went from UR to B! In a slower metagame, Trapinch's more reliable trapping of bulky foes like Torkoal and Metang plus retaining the Flareon KO is pretty real. Diglett's speed remains relevant because Pikachu can be annoying, but the gap between them is no longer that large.

As Rising Manetric said, it also has a small niche in Gen 9 Monotype on ground teams while running Choice Band to trap specific Pokemon like Meowscarada, Greninja and Ogerpon-Wellspring that are a threat to those teams.
