I am working an a tailwind team, which Pokemon would benefit the most from tailwind being set up?
(I know an increased speed stat is better for every Pokemon but which Pokemon come to mind in tailwind teams?)

Generally Pokemon with 90 speed or more will benefit the most, but a lot of slower Pokemon like Primarina and Ursaluna-B, will also benefit. Generally, Urshifu-R and Tornadus work really well together (Urshifu doesn't need a Choice Scarf for this) because of the sheer damage and easy speed control. But most teams will normally like having Tailwind anyways, so the best TW setters are Whimsicott and Tornadus because of their Prankster TW with other good support moves like Taunt, Fake Tears and the weather setting moves. Even TR teams can work with it, becoming the Tail Room archetype. Otherwise, other good Tailwind setters include Roaring Moon (Acrobatics, Speed Booster set), Jumpluff (on sun teams), Illumise, Murkrow, Vivillon, Ribombee and Pelipper although these have been mainly in Reg H so I don't know if they'd work in your format (which I don't know).
For other good Tailwind abusers, just use a Pokemon with ~/>100 speed and fair bulk and offense. Personally, I'd recommend G-Zapdos, but that might just be me. The restricted that benefits the most would probably be Kyogre to allow for fast and max damage Water Spouts, also, I know it sounds weird, but Wo-Chien can work with Kyogre. The question asked about all Pokemon. Primarina, Urshifu, Roaring Moon, Jumpluff, Illumise, Murkrow, Vivillon, Ribombee, Pelipper, Zapdos, and Wo-Chien aren't very useful in a metagame where Groudon, Arceus, Calyrex, and Miraidon are common threats.
To be fair, Vines never fully specified their format (I know they said all pokemon), so for all I know it could be Doubles Ubers, Natdex Doubles, I don't know and it wasn't fully specified. Also I said that Zapdos might just be me. And did you check the Wo-Chien x Kyogre team? It got 5th at a regional in case you didn't know. And Wo-Chien does fairly well into Miraidon, resists Groudons STAB and Kyogre's rain neutralises the fire weakness. I will admit that Primal Groudon would do well and Calyrex (both) do well into them but again, I don't know if they actually mean Natdex

You didn't ask on Smogon, so I asked for you.

I like the core whimsi + koraidon/miraidon but whatever with some speed works I saw some lunala tailwind and crazy people with caly ice with some speed in tw, so I think whatever with speed or speed medium works

Pokemon that have good coverage, hits hard, and generally has mediocre speed. Some good examples are Groudon, Kyogre, Zacian, Lunala, Arceus forms like fire, ground, & fairy, and even stuff like Palkia can work well.

A lot of Pokémon gain a huge speed benefit from Tailwind. But honestly, it’s never enough speed. I personally think that Pokémon like Braviary would work since it learns Tailwind. Also add Pokémon with Wind Rider ability (Shiftry and Brambleghast) to boost their attack stat whilst also having their speed doubled.

The question said all Pokemon. Why use Braviary, Shiftry, or Brambleghast when you can use a Lunala?
this is a list of pokemon that could learn tailwind, not benefit from it.
How do you define benefitting from tailwind?
gets the most value from it.
The answer does argue that Shiftry and Brambleghast benefit from tailwind because they have wind rider, even though their stats are too low for this to be relevant.
