Ho-oh or Reshiram for a regulation set I sun team?

Question

looking for a tailwind setter and a second restricted, the first one is koriadon. My team consists of a physical fast attacker, a special fast attacker, koraidon, special and physical tanks. My team has 5 physical attackers so a specail attacker is much appreciated and I don't think special ho-oh is viable but ho-oh is way tankier, please include movesets.

Ho-Oh gets more usage according to https://www.pikalytics.com/pokedex/gen9vgc2025regi and is C rank (compared to Reshiram's nothing rank) on https://www.smogon.com/forums/threads/vgc-2025-regulation-i-viability-rankings.3766018/ , so I think Ho-Oh is probably better.

For a second restricted, instead of going for another fire type (I assume your team already has a few), it would be better to use another bulkier restricted with good coverage and maybe some support instead because your team would be very weak to Kyogre teams or other teams that resist your moves. Though, Ho-oh is better out of your 2. Wolfe Glick used Lunala, but other bulky options include (in no particular order) Calyrex-I, Zamazenta, Dawn-Wings Necrozma (wouldn't really recommend over Lunala), Palkia (both forms, but it probably wouldn't be as good on a sun team), Dialga (again, both forms), Giratina (both forms again, but its not really a good Pokemon...) and Terapagos. Considering you want speed with Tailwind, maybe Teragpagos? (I don't usually use Terapagos, but I think this could work:

There are tons of different sets for Terapagos but this is the most bulk and setup orientated I've seen. The EV's suggest setting up a Sub and then setting up Calm Minds. (???) I don't know if you need the speed but I think you want it so I put a bit in.
For a TW setter, for a sun team, Tornadus seems preferable, although Lunala learns it, even though its not a great option on it. Tornadus over Whimsicott because the sun makes Whimiscott's fire type weakness bigger and its Water resist is more useless. My prefered Torndaus set:

EVs: 180 HP / 36 Def / 4 SpA / 36 SpD / 252 Spe
Timid Nature

Max speed to have a chance to Taunt opposing Tornadus and possibly Whimsicott, Steel or Dark Tera works, depending on what you need. Steel defensive benefits and Dark for Prankster immunity.
