Is there a way to approach the wild Fennekin without scaring it off?

Every time so far, it has run as I've climbed the ladder past the Altaria/Noivern. Could be annoying for shiny hunters.

This isn’t really an answer, but I saved first just in case, and I move around the roof the the left of where the ladder leads you, if you scare it off, restart the game, I’d use a ghost type move such as Phantom force, Shadow sneak, etc. I hope this was enough, good luck

If you sneak up past the ladder, there will be these chimneys you can hide behind and knock it out with a Pokemon like zygarde, alternatively talk to branche in magenta sector 2 for a mission for one free one.

The thing is, I was hoping for a more detailed description on how to get up the ladder than 'sneak', as in the description of my question, that's where I've said it runs away at.
