Does flame body and steam engine making eggs take less time stack? [closed]

Question

So if I had, say, a HA Heatran and a Coalossal with steam engine, would the eggs take half the time AGAIN to hatch?
Please make sure your answer includes gen 9 but it may have other gens too.
