Hi! So, I recently was cleaning out a house when I found a working cartridge of Pokémon Gold, the catch, the save battery dried out. So, while I'm waiting for the supplies to change said battery, I decided to build a team in a team builder website. But, when I look through some of Johto's flying types I wanted to use, none of them can learn the HM fly! So that's why I'm here.

PS. I want to try my hardest to use Pokémon first introduced in GSC before post-game, so bonus points if you recommend gen 2 mons!

Does Ho-Oh count? The other flying Pokemon in the game were either introduced in gen 1 (like Fearow) or are a lot worse than both Fearow and Ho-Oh (like Mantine).

I would recommend Crobat since it can learn fly and it has an insane speed stat for gen 2. It also has ok attack nothing amazing but it is better than its special stat. So wing attack crobat is insanely good for a play through.

This can work because I think Zubat can be encountered in early-game and about half of my builded team so far are friendship evos, ty!
Crobat is annoying to evolve, has 4 weaknesses, and can't learn sludge bomb in gen 2. Once you're faster than your opponent (which is easy to achieve, especially for flying Pokemon), additional speed doesn't matter, and attack stats and powerful STAB moves are a lot more important if you want to win battles quickly. Also why would you use wing attack when fly is stronger?
I just wanted to have a good Fly pokemon to get through my first gen 2 play through, considering that I'd have to travel through both Johto and Kanto, just giving Crobat Fly would get me through the game pretty quickly. Plus, I'm already planning to use better pokemon for my play through like Typhlosion and Ampharos, so Crobat wouldn't need to be a good pokemon anyway.
Fly takes 2 turns while wing attack is normal with 1 turn

Fearow @ pink bow
EVs: 25600 Atk
- return
- drill peck
- fly
- leer/steel wing

Fearow is by far the best early-game flying Pokemon in GSC. It has boosted leveling rate, above average physical attack, STAB return, and the second strongest flying move in the game. (sky attack doesn't count)

Gyarados @ pink bow
EVs: 25600 Spe
- return
- surf
- fire blast
- blizzard

Gyarados is notable for arriving at a high level at the Lake of Rage, and it also has a high physical attack. Unfortunately, none of its STAB moves are physical, so it will be relying on return most of the time.

Ho-Oh @ sharp beak
EVs: 25600 Spe
- fly
- sacred fire
- earthquake
- recover/shadow ball

Like most box art legendaries, Ho-Oh has high attack stats and several powerful STAB and coverage moves, and its main drawback is that it arrives near the end of the game. Fire flying is also a good offensive typing.

These next 3 Pokemon were introduced in gen 2 (and are obtainable earlier than Ho-Oh), but their attack stats are significantly lower.

Noctowl @ pink bow
EVs: 25600 Atk
- return
- fly
- hypnosis
- dream eater/steel wing

Hoothoot can be found very early, but all of Noctowl's STAB moves use its awful 50 physical attack. Its special attack is higher, but its only powerful special move is the unreliable dream eater. How much use you get out of hypnosis depends on how much you enjoy fighting the RNG.

Crobat is annoying to evolve, doesn't learn any STAB moves before level 30, and has 4 weaknesses. Its strongest STAB move is fly, which does only a little more damage than non-STAB return.

Mantine @ mystic water
EVs: 25600 SpA
- surf
- blizzard
- wing attack
- waterfall

Mantine has one good STAB move and can learn it immediately after you catch it, although its stats are still not great. It's outclassed by other water Pokemon with better stats or moves, like Golduck, Lapras, or Gyarados.
