What is the Rust Syndicate Headquarter's design based on?

Question

The Rust Syndicate's headquarters' description on the map is that "its design was based on a far-off region".
What is the region?

The only thing I noticed is that the start of music when you enter sounds a lot like the Festival of Masks in Kitikami (flutes and rattly percussion), but it then changes to a more brassy tune, so I have no idea.

The best I can find is Johto. The entire group is based off Yakuza (Japanese mafia, to be simple) Specifically, their logo looks to resemble Yamaguchi-gumi, which origins can be found in Kobe, in Kansai (where Johto is based off)

That feels a bit too loose of a connection that the team is based on a group that is linked to a place that Johto is based off. I'd like some harder evidence if that's ok

It mentions its inspiration from the Yakuza, but it doesn't link that to Kobe, or Johto. Also, I asked for what the design was based on, given it was referenced,  not the possible origins of the team

I read the bulbapedia page but thats talking about the way the rust syndicate is run not what the structure is based off.

Why was this downvoted? At least let him voice his reasoning before downvoting, especially if it wasn’t said in the answer. I think it might’ve been based off of Gen 10 (since that gives me jungle vibes much like the music in the building sounding similar). However, the Johto thing seems like a loose connection if any birdwithakeyboard (wow imma call you bwak from now on).
