I want to make a great Galarian Darmanitan
Yet I don't want to level it too early and make it bad
I plan to do it between Levels 30-45
Should I change it?

In Sword and Shield, Darmanitan-Galar learns all the same moves as Darumaka-Galar. It learns Belly Drum, Blizzard, Thrash, and Superpower a few levels later than its pre-evolution. I think it's still a good idea to evolve it as soon as possible so it can learn Icicle Crash and get the stat boost.
No reason not to evolve ASAP. The state boost from evolving is massive and gaining Gorilla Tactics boosts your offensive capability a ton. I think that totally outweighs learning a few moves slightly later. The moves that are learned later by evolving aren't very good anyway in regular gameplay.

Darmanitan-Galar has much higher stats and a much better Ability than Darumaka-Galar. It learns Icicle Crash upon evolution, which is the only move you'll need to click in 90% of battles. For these reasons, and because Darmanitan-Galar can learn every move that its pre-evolution can, there is no downside to evolving as soon as possible.

The earliest available Ice Stone is a hidden item on Route 9, but you could also theoretically get one before catching Darumaka-Galar if you get lucky with the Digging Duo in Bridge Field.
