Can my level 30 Hitmonlee learn Hi Jump Kick?

Lets say that I caught a level 30 tyrogue in the wild, and I levelled it up one level, and then it evolves into a hitmonlee.

According to this site, hitmonlee are supposed to learn hi jump kick when he is in level 29. Does this mean that I missed my opportunity to teach hitmonlee that move?

Yes it means exactly that. In order to teach him that move you must use the move re learner and exchange a heart scale for the move.
