Mine has the ability Water Absorb. It knows:

Surf: Good power, high accuracy, STAB, used to deal with Rock types.

Aqua Ring: Heals Mantine. Makes Poison and Burn almost useless.

Air Cutter: Good chance for critical hit, STAB.

Swift: Decent power, doesn't miss.

YOU FORGOT, AGAIN, AN OBVIOUS MOVE. WHERE IS ICE BEAM? I would replace swift for it, its a practically worthless move without STAB. Id say add earthquake, but its not good with mantines incredibly low attack.

I forgot ICE BEAM!! How could I forget Ice Beam? It IS my FAVORITE move.

While this is an old question now it is more relevant than ever after the buffs Mantine got in Pokemon Sun & Moon (+20 base HP, +ROOST).
So mine has:
Ability: Swift Swim
Nature: Bold
Item: Leftovers
EV's: 200 HP, 200 Def, 98 SpA, 12 Speed
Moveset:
1. Roost
2. Rain Dance
3. Scald
4. Air Slash/ Toxic

The above mentioned EV spread makes Mantine a decent offensive threat while maintaining its purpose as a wall. Bold Nature invests in Mantine's Defense which is a bit lower than ideal.

Roost + Scald + Leftovers are mandatory to support better Mantine's walling capabilities.

Rain Dance doubles your Speed (who doesn't want to be faster?) AND your firepower making Scald a considerable threat with 30% burn chance.
(Also it can help you switch in a special Electric Sweeper and spam perfect accuracy STAB Thunders)

Finally Air Slash is a special STAB Flying Type move with good 75 Base power and a high 30% chance to make your opponents flinch. It serves Mantine on the offensive side.
Alternatively toxic makes Mantine a better wall that can cripple your opponents with badly poisoning them.

Also Defog should be considered to remove entry hazards (but it's a gen 4 only move)
And Haze (an egg move) can be used as well to stop swords dancing sweepers.

Ice Beam-Super effective to dragon types,which water does not do much damage to.

Air Cutter-Chance for a critical hit,STAB.Keep it!

Surf-STAB,good power,good accuacy,deals with Rock types.Keep it!

Earthquake-As Swampert said,it's not good with Mantines low attack.Try EV training it.Deals with Electric types.

This moveset is for water absorb/rain teams
Mantine @ wacan berry ( for those electric types that kill it instantly)
Trait: water absorb
Evs 200spa atck 125def 100hp and the rest for speed
Modest nature: +Satk -atk
-surf (for water absorb and just cause its good with stab)
-tailwind (breed swanna w/ destiny knot, 31s except atk, and tailwind to pass doen to mantyke and mantine with wave inctally worthense to get mantyke. It takes awhile but totally worth getting it)
-wide guard for earthquakes and rock slides
-air slash( stab across field and powerful)

This thing is probably one of my favourite sets to use on a Mantyke. Its Special Defence stat is awesome, and with the Eviolite boost raising it by 50% it effectively has 180 - yes, 180 - base SDef. Which means at Level 50 with Calm Nature and 252 SDef EVs, it will have approximately 284 SDef. Either use the set on the left - Aqua Ring for healing, Confuse Ray to just be a nice little pain in the butt, Toxic for poisoning, Ice Beam for coverage - or the set on the right - Rest for healing, Sleep Talk to attack while resting, Ice Beam for coverage, Surf for STAB. I recommend the one on the left, I just find that it works better.
