MEW knowing Fusion Flare/Bolt?

If MEW knows all moves then why can't it know fusion flare/bolt?

Mew by no means can learn any move, what Mew can do is learn all TMs, HMs and Move Tutor moves.
Fusion Flare nor Fusion Bolt are TM, HM nor Move Tutor available though.
