i want to go to black thorn city but a man ceeps teling me to go site see what must i do

1. Go to the lake of rage.
2. Go through team rockets hideout and beat it.
3. After going through the hideout beat the gym.
4. Fly back to goldenrod city and clear the radio tower from team rocket.
5. Then you can go by the guy and get through ice path.
