Yes,
Poke'mon such as Arceus,Victini,Melloetta ETC. cannot be
obtained without GBA trades or
special events. It is hard to get these Poke'mon over trade
so you must offer a good Poke'mon. As soon as you have completed the national dex
and the rest of the story you have really completed your game.
