Kirlia and Ralts would be good.

Special Attack based
Calm Mind FTW
Their leveling up movepool is quite bad but with a few TMs they can sweep anything
Evolves at level 3o into Gardevoir

Suggested Set
Calm Mind for Sweeping
Psychic is STAB
Thunderbolt for the lulz/ Shadow ball for ghosts
Double Team to making setting up easier

Howl Because You Wanted A Move That Gives a Stat Raise.
Thunder Is STAB And Can Be Helpful At Times. Iron Tail
Is For Coverage Against Ground Types. Finnaly, Flamethrower
It Is For Dealing Damage.

Howl isn't to great since his only attacking move is Iron Tail, to specially sweep you need a move that raises special attack.
