Aren't Ground and Rock types practically the same also?

They are weak to different Types, and resist different types.

DEFENSIVE
Weakness:
Rock: Ground, Grass, Water, Steel, Fighting
Ground: Water, Grass, Ice

Resist:
Rock: Normal, Fire, Flying, Poison
Ground: Poison, Rock

Immunity:
Rock: None
Ground: Electric

OFFENSIVE:
Weakness:
Rock: Ice, Flying, Bug, Fire
Ground: Electric, Rock, Steel, Fire, Poison

Resist:
Rock: Ground, Fighting, Steel
Ground: Bug, Grass

Rock: None

WELL, MOVES LIKE LOW KICK AND GRASS KNOT DO A HELL LOT ON GROUND, SINCE MOST ARE VERY HEAVY. GROUND THOUGH HAS IMMUNITY TO ELECTRIC SO ITS BETTER THAN ROCK.

and rock types is super effective against ice bug and flying which ground types are known to have difficulty against
so rip many of those pokemon which most peopel use
also theres an ability called levitate

I'm gonna answer for both of your questions with real life answers. Rocks are just minerals pressed together while the ground is not rock, it surrounds the rock so that explains it being two different things.

And Ghosts are considered spirits most of the time while dark things are considered evil, so that explains that.
