How do we use trump card?

theres this move called trump card and i dont have a pokemon to test it with and i dont really follow wat it says in the instruction so i dont really understand wat it does :)

The fewer PP this move has, the greater its attack power.

Trump card

4+PP = 40 Base Damage

3PP = 50 BD

2PP = 60 BD

1PP = 80 BD

Last PP = 200 BD
