Yes, kangaskhan will be able to learn cut
Kangaskhan and venasaur can know cut. You can only pass down moves from a male pokemon So if the venasaur knows cut and you breed it with a kangakhan then the baby will have cut. But if kangaskhan had cut but venasaur didn't then the baby won't have cut.
