Blaziken cannot learn Drain Punch. If you want a good Hoenn starter who can go with Sceptile with Drain Punch, Rock Slide, Leaf Blade, and Swords Dance with a Life Orb. It is a really good combo with Blaziken In a Double battle or even good on its own.
