Where can I find the TM Ice Beam in Platinum?

Actually there are two ways to get Ice Beam in Platinum:

1. One copy of the TM is on Route 216 and it's fairly easy to acquire. This guide has a step-by-step tutorial with screenshots on where to find the TM.

2. Or if you can get 10,000 Coins in Veilstone City then you can purchase the Ice Beam TM at the Veilstone Game Corner Prize Exchange building. You can buy 500 coins for 10k Pokedollars, so it'll take 200,000 Pokedollars to purchase enough coins to get one copy of the TM this way.

Go down on Route 216, from Snowpoint City, and look to see if you see a thing that you can use rock climb on then when you go up it will be in one of the corners, at the end.

When you go from route 217 to 216 there is a house where you can heal. From there go right past one trainer and rock climb. Then go right to the end. You can also exchange coins at the Game Arcade.
