Where do you get Ice Beam in Emerald?

I have Walrein in my Pokemon emerald and I want to teach it Ice Beam.

TM13 (Ice Beam) is found in the Abandoned Ship in RSE. Found in the locked room on the basement floor, requiring the Storage Key to unlock it. The key is found in the southwestern (bow-port) corner of the captain's office.

TM13 can also be purchased at the Mauville Game Corner for 4000 Coins (or 80000 Pokedollars)

Ice beam, Go a bit south from slateport, and then head west. Keep going until you find a ship. Go on and you'll show up on the side. Go inside and follow the ladders and go in all the cabins and beat all the trainers. Not too later, there will be a cabin with a captain person with a white coat.
