He had the chance to evolve him in Gen I. He wanted to evolve him so he can beat Lt. Surge's Raichu. But Ash did not want to be like Surge (Evolving Pokemon for their power) and Pikachu felt the same. So it will never happen.

In an episode ash was looking for a thunder stone for a contest when this ash saw a guy holding a thunder stone he ask if he could have it and he threw it at pikachu When ash could it he had another chance and he didn't take it :(

And i was being facetious about it. Ash will never evolve it, cuz apparently his Pikachu has like a million SAtk IVs, to KO a Ground type with Thundershock! Lol
