my azurill is lvl 18 and unevolved so I want to know how I can find out its happiness rating
and also what are some ways to raise a Pokemons happiness in white 2?

In Black/White 2, you can call Bianca via Xtransceiver to see how happy a Pokemon is. Her answer gives an indication of the happiness level.

  • 255 → "What great friends you are! It's so nice how you trust each other! It makes me kinda jealous!"
  • 200-254 → "You two sure get along great! It looks like you are having fun together! You seem bright and cheerful!"
  • 150-199 → "You seem really close! You look so, so happy! It's enough to make me happy too!"
  • 100-149 → "You're starting to get to be friends. Just maybe, walking along the same path has made you understand one another."
  • 50-99 → "You still have room for improvement. How nice! I mean, you can become even better friends!"
  • 1-49 → "You aren't getting along, are you? It's glaring at you with a look that's kinda scary."
  • 0 → "You aren't getting along, are you? It doesn't look like it's having fun even when you're together."

For context, most species start with 70 happiness (exceptions) and evolution requires 220. There is also a friendship rater in Icirrus City, but they function the same as Bianca, who is way more convenient.

See this table on Bulbapedia for ways to raise happiness. Overall tips:

  • You can use the Pokemon masseuse in Castelia City's Medal Office, plus the Beauty Salon and Café from Join Avenue, for a free happiness boost daily.
  • Otherwise, the best method to boost happiness is to dump EV reducing berries -- but assuming you haven't got those, give the Pokemon the Soothe Bell (from Nimbasa City Pokemon Centre) and level it up a lot.
  • If you're just doing your playthrough and don't have many resources, there's no simple way to make it go faster. If the Pokemon is a permanent team member, it will get plenty of happiness from leveling up and steps walked.

Yes, using the pokemon in battle helps raise its happiness, but it gains a higher amount when involved in an important battle like a Gym Leader, Elite Four or Champion.
