This is a browser setting, that you can set yourself. This page has a great roundup for different browsers.

Basically just go to Options or Preferences, and in the box that says "Home page", put http://pokemondb.net - or http://pokemondb.net/pokebase/ if you wanted the Q&A as the home page.
