How do you give a link that will lead to a certin point of the page?

Somtimes on chat, some people will give links that lead directly to their answer instead of the leading to the top. How they do that?

Easy. When you answer a question, you will see:

>answered 1 second ago by Mew

There is a hyperlink on "answered". Click it. On your address bar, you will see the link.
