On Poke'Base why does it say my answer had to be approved?

When I answered a Lapras Moveset Question it said it had to be Approved,
Why?

You are a new user. The "approved" thing only happens when you are under a certain amount of points on PokeBase; 200 I believe. Moderators, Pokemaster, or Editors must approve you answer to make sure it doesn't break the rules.

Oh okz but I put it on the name-rater and it said it had to be approved.
But still I have no problemz with rules :D

Pokemaster is still able to see your answer to name rater even if it needs to be approved still. He'll see it when he makes his name-changing rounds.
