Can't you just copy and paste it (since it is a comment, there won't be any text decor) into the comment box, and then just hide your answer?

What she means is that when someone answers and we convert it into a comment, if we convert it onto an answer, if we could also go and move it onto the question. Seeing as we almost always want to convert it onto the question, instead of any other answers there.
