Is this a glitch?

The user TerTFHG made a question about how to hack in to skype, but I thought new users cannot ask questions without getting them approved by editors or mods.
But I was able to see his question. How was he able to ask a question without getting it approved or did someone approve a question like that? I'm getting confused

What part of the site was it 'approved' on if you get what I mean? If it's on Meta or BS, moderation has only just been added, we've had questions slip through before.

This is one of the infamous advertising bots that seems to be able avoid approval and make new tags at will. If you find anymore report them here.
