Maybe add a shortcut to the ban report in Chat?

I think it will help the reporting of things due to the new system. I will Photoshop the chat page to show what I mean

The chat rules are written at the side of the page and if someone breaks them why should new people not report them? Saying that they should not report because they don't know about the meta makes no sense.
