Alright, lets say i know someone on this forum has a dupe account but i dont report them, could i also be banned for not saying it or help them a bit on hiding there true identity.

It's very unlikely for you to be punished too, depending on the situations severity (and what mood the Mods are in :P)
So far there hasn't been a case of someone knowing about a dupe and not reporting (AND revealing that fact).

But as far as I know, if you don't report, then all you're doing is not contributing to the site (like many other users who make an account and don't really do anything with it). You most definitely don't get banned.

Covering up for them though, like misleading the people to believe he's not a dupe, may warrant you a ban.
It also kinda depends on if anyone finds out. That sounds kind of sly, but the truth is that nobody will know that you knew unless the person snitches. It's the internet, where nobody knows jack about anybody else.
I guess it's really up to the mods if they get banned or not.

Covering up for someone gets you a warning.

The dupe gets banned. If votes are involved, the votes must be removed.
