What is the point of name changing periods?

Why can't we change our usernames whenever we want and we have to wait for the name changing period(I don't have a problem with this I am just asking)

Because:

- People would spam.

- PM would be overloaded.

- So you can keep a track of people. Most remember me as "The Blastoise".

No, the name change periods come too often and people still abuse it. I suggest once a year or something.
