So I heard that a user named "Smoke weed everyday" was banned due to their username and will be unbanned when their name is changed, but there is a user named "Fkn Bird or smthing" who is new, is that allowed?

I'll leave the outline of exactly what usernames are appropriate to Pokemaster, but I can tell you that whether or not the user is banned for a profane username depends on the user's past record; this will not usually be an instant ban. In the case of the user named "smoke weed everyday", their username was but one of the several reasons they received the ban a couple years ago.
Also, you can see a few "rules" regarding usernames on the seasonal name change threads -- though those don't mention profanity. (For example see http://pokemondb.net/pokebase/meta/60344.)
I'm pretty sure users can't change their usernames while they're banned.

Profanity is not allowed in usernames, and the system prevents anyone from creating a username with any of the censored words on Pokebase. (BTW fizz, it does actually say that on the question you linked.)

Outside of that, generally anything is allowed within reason. It's hard to police exactly what is fine, as many legit words are close to swear words (like "Shiite"). I think that user's name is on the edge so we should probably encourage them to change it.
