I found that a lot of people are posting in META, some Shwodown! suggestion. Did PoKemonDB create Showdown or something?

No, Pokemon Showdown! was created by Zarel. This site has it's own server on Showdown!, which is probably what you heard.

Edit: The Showdown! suggestions were likely for the server, and questions about Showdown! are allowed (mostly error questions) by the rules.
