What's the history of tag use privileges on Pokebase?

Originally, every user could create and use whatever tags they wanted. Now, the users with less than 100 points can only use the 1000 most used tags. When did this change happen? Were there any other changes since Pokebase was created? Please don't question my curiosity.

The change should have happened some time around August/September 2011 as that's when I wrote the code for it. The same plugin that I wrote also had tag "synonyms" - automatically removing or converting tags (e.g. item to items). I can't think of any other specific changes.
