I'm pretty sure every time a Tournament happens, they pick from any of the ones on that page that have at least 6 up-votes. :P

The most upvoted tournament on that list is usually chosen to go next, and it also needs to have at least 6 upvotes. So, yes. Tournaments on that list will very likely happen in the future, but it may take a while for some suggestions to get to the top.

When there are sign-ups for a tournament (in Meta) that are open, you have to make an answer there. The question would have more info.
