Yes, unofficial tournies are allowed but do NOT post them on DB or advertise them in any way (outside of Chat room/consenting walls).

Pika's tourney is an exception, as it was given the go-ahead by Mike in an exceptional circumstance (relating to the recent changes in the UU tier) - not so much a 'Insert random tourney with random rules" as far as I know.

So do not take this as a go ahead to flood mods with "HEY CAN I START A MAGIKARP ONLY TOURNEY" to jump the queue.
