I don't see why you can only get 20 upvotes.

It's because people would make tons of dupe accounts to upvote spam to get points without a cap. With a cap of 20, however, there is a limit to how many points you can get per question. More questions means more work for the spammer, thus decreasing the chances of dupe spamming.
I’m pretty sure it’s there to prevent outliers like this one https://pokemondb.net/pokebase/23/what-are-some-of-the-best-move-combos-in-pokemon-you-have-found from getting an absurd amount of points (3,460). That’s over halfway to expert.
 It hardly even does anything at this point in time, because no post on Pokebase has gone past 20 votes in the last 7 years.
When's the last time somebody voted their own post 20+ times...?
We have a whole separate issue on our hands if we're letting people vote their own posts, let alone twenty times.
Unless somebody is going through the trouble of using that many VPNs, mods would definitely notice IP similarities, and, unless the post is getting a lot of activity, it'd be really strange if a post just somehow got 20 upvotes, and it would be even stranger if multiple of a user's posts got a bunch of upvotes.
