Suggestion: locking questions

Question

Requirements:

• The question must have at least 1 answer already, and a BA.
• Only the asker, and experts or higher can lock a question
• Questions tagged msg cannot be locked. Questions that can be updated should not be able to be locked
• There should be a line of text that says “locked 2 minutes ago by blank”
• Mods/Editors will receive be notified about a question has been locked, kind of like flags
• A locked question cannot be answered

So, what do you guys think?

Or it needs to be updated (example: what Pokemon that can learn xy) Preventing locked question to be answered might be OK, but I doubt not allowing replies to it be a good idea.
