i think this question is weird and i dont know if it break the rules, but i need to ask it
when new user come and ask a question/answer, the question/answer always had "your question/answer will be checked and approve shortly". if the new user make a question/answer that break the rules, why is it approved? i know that it will be flagged and closed, but why is it approved?

(also its my first time posting in META so if this question not allowed pls tell me)

I guess that the Moderators have a lot of work, in real life and here as well, so they might accidentally approve a few questions/answers like this.

Our lives affect how often we can check the approval queue, but I don't think it causes us to accidentally approve posts.
Ah of course! What I said was a dangerous misconception, pardon.

Currently, our procedure is to approve rule-breaking questions and then close them to help new users find their posts, and understand why we removed them.

If you aren't talking about that, then you'd have to give some examples of times we approved a post that broke rules. We don't do that on purpose. Once or twice, I've approved something that's "on the edge" to see how people react to it, but that's not common.
