How does Pokebase's question search engine decide which questions to show first?

There have been a few times when questions that were missing some of my search terms appeared before questions that had all of the search terms in its title.

PokeBase's search is never going to be better than Google's in any case. You can put the filter "site:pokemondb.net/pokebase".
