Alot of the movesets for pokemon silver/gold are wrong

Question

I trained female nidoran/nidorina that I catch on route 36 and it didn't learn poison sting until 19th level. Also I noticed that one of cyndaquil's moves earthquake (which you get in the cave before the final four) is missing. It doesn't seem like bite (dark move) causes pokemon to flinch 30% of the time when totodile as my main pokemon does it, it works almost all of the time as in about 80%. I'm pretty sure there's other mistakes on totodiles page involving when he gets is moves but I can't recall at the moment. My apologies if this is just an issue with the emulators that me and other content creators use that goes beyond flaws in encounter rng.

You're going to need more proof than just this. If you can take any videos for these differences that would be helpful.

Make sure that you are reading data for the correct game. On PokemonDB's Gen 2 learnset page for Nidorina, it says Nidorina can learn Poison Sting at level 19 in Gold/Silver. Nidorina's main Pokedex page lists Gen 8 games where the level is different, so you shouldn't read that if you're playing Gen 2.

We'll need something more scientific than just your word that the flinch chance is incorrect. You can trial it many times (preferably hundreds) to approximate the flinch chance, but you'd probably be wasting your time as Gen 2 games have been thoroughly researched and other sources agree on the flinch chance of 30%.

Other sources also agree that Cyndaquil cannot learn Earthquake in any game. If you're playing a modded game then I'd advise checking many sources before concluding that existing knowledge is incorrect.
