I was clicking around onto the Wind-Waves page and I saw that it said "Pokémon Winds & Waves take place in the REGION region". Is this due to the fact that the region name isn't out yet?

Yes, it is because the name isnt out yet

Pokémon Winds & Waves take place in the REGION region, which is based on ......

As we can see it also says …… when saying what it’s based off, implying that that will be overwritten when the name comes out
