I'm going to say yes.
The current rules don't really consider how we might enforce quality of submissions for Legends games, so I'm happy to hear people's thoughts on that. I think if you specify which season you're playing and include moves + items + an explanation for each Pokemon, then it's fine.
For things like Legends ZA OU, that's allowed too, although looks like Smogon has basically killed that off.
