Recently my older brother got invited to worlds and he is pretty proud, however I want to show him who is boss. So I want to create a amazing rain VGC team so I can beat my older brother and do very well in online, maybe I could go to worlds next year. I did my research and this seemed like the most logical team, very heavily based on the rain.

The Team:

Politoed @ Sitrus Berry
Ability: Drizzle
EVs:252 HP / 76 Def / 76 SpA / 100 SpD / 4 Spe
Calm Nature
Surf
Helping Hand
Encore
Protect

What is a rain team without Politoed? His function is solely support on this team, encore can lock Pokemon into moves like Protect and be very useful. Helping Hand makes his partner that much stronger, Protect because this is VGC, and Surf can do some damage, even more in the rain.

Swampert @ Swapertite
Ability: Damp --> Swift Swim
EVs:
Adamant Nature
Waterfall
Earthquake
Rock Slide
Protect

The most obvious choice for a mega on a rain team is mega swampert. He has amazing base stats except for his speed, and while in the rain, it is base 140. Faster than any Pokemon that is relevant in VGC. Waterfall and Earthquake are too be expected. I went for rock slide due to the power and its usefulness in VGC, and Protect to ensure he can Mega evolve.

Goodra @ Leftovers
Ability: Hydration
EVs:
Modest Nature
Thunder
Dragon Pulse
Rest
Ice Beam

A true rain abuser and the newest member of the psuedo-legendary squad. Goodra is everything I needed. A Pokemon that forms a core with many water type Pokemon. It uses Thunder because in the rain it gets 100% accuracy. Rest + Hydration means serious stalling. Dragon Pulse over Draco Meteor because Goodra is expected to be in the game for a while, and can not afford the stat drop. Ice Beam is for Coverage against the heavy hitter dragons.

Blastoise @ Choice Scarf
Ability: Rain Dish
EVs:
Modest Nature
Water Spout
Dark Pulse
Aura Sphere
Flash Cannon

Blastoise is a great Pokemon and a favorite since generation 1. Water Spout's 150 base power + STAB + in rain = destruction to opposing team. A choice scarf is used in order to outspeed other Pokes too get off a least one water spout. The other moves offer valuable coverage, which is sorely needed on this team. Rain Dish is also nice as it is the equivalent of having leftovers as well as the choice scarf,

Tornadus @ Life orb
Ability: Prankster
EVs: 248 HP/ 8 Def / 252 SAtk
Modest nature
Rest
Sleep Talk
Hurricane
Focus Blast

Rest and Sleep Talk both get priority. This means priority healing for one thing. For another, priority everything. Sleep Talk gets +1 priority, meaning you get +1 Hurricane and +1 Focus Blast. Hurricane is STAB.Because you get priority on everything, Speed is no longer needed. So you can put your EVs in bulk. Also, you can now run a Modest Nature to hit incredibly hard with 383 Special Attack and a Life Orb. The only downfall is when rest is used during sleep talk.

Gallade @ Galladite
Ability: Inner Focus
EVs:
Adamant Nature
Shadow Sneak
Psycho Cut
Drain Punch
Leaf Blade

Gallade Functions as a function as a second Mega that can be very useful, especially in a best of three match. Went for 4 physical due to the awesome power of Gallade. Psycho Cut and Drain Punch is powerful STAB. Leaf Blade is coverage which is valuable on a rain team. Shadow Sneak is coverage and priority making Gallade that much more sick.

I really need help with the EV sets so if you could help me with those that would be great. So that is the team I hope you like it and be sure to answer.

I like the team! Those are some creative sets.
For the Swampert, I reccomend 108 HP/ 252 Atk/ 148 Spe. This will allow you to outspeed the occasional Mega Sceptile under rain, which would otherwise end you quickly. Also, have you considered Ice Punch?
For the scarfed Blastoise, running max speed is probably your best bet, as well as max special attack, considering it is a special sweeper. With a Modest nature you can still outspeed Greninja, but going timid means outspeeding Mega Manectric, and speed-tying adamant scarfed Landorus-T.
I am not sure about the Goodra. Probably a heavy HP investment, and a split between defense and special attack, such as 240 HP/ 116 Def/ 152 Sp Atk.
For the Gallade, a standard set of max speed and attack would best. And possibly consider a jolly nature, as otherwise, M-Kangaskhan will outspeed you.
