A few stray thoughts:
Urshifu is pretty fast in the metagame anyways, so I'd give it something more passive such as the Expert Belt. If you're that worried you could just carry sucker punch(over ice punch).
Scizor with rocky helmet works pretty well, but I would give Scizor a life orb for more damage. Also, a lot of people carry knock off over a bug move, but bug bite works just as well.
Bulk up works, but honestly I would rather give it u-turn or body press.
Personal prefrence but I'd take hydriegon over dragapult, although its slower(lol one base speed higher than urshifu) its still pretty fast and its attacks hit a lot harder.

Amoonguss looks good, put rocky helmet on it, and probably sludge bomb over toxic since you're already sporing your enemies, and thus can't poison them.
I'd actually give Rotom-Heat Heavy-Duty Boots, trust me stealth rock hits hard. Discharge over thunderbolt for the higher parylasis(or if you KNOW that you're luck is -1000 like mine carry thunderbolt)
