I believe that "big Legendaries" are mainly the box art Legends, like Kyogre, Groudon, Rayquaza, Xerneas, Yveltal, ect., as well as Pokemon like Kyurem and Zygarde.

"And all legendaries aren't allowed?"
I'm pretty sure that Articuno, Zapdos, Moltres, Entei, Raikou, Suicune, Regirock, Regice, Registeel, Latias, Latios, Uxie, Mesprit, Azelf, Heatran, Regigigas, Cresselia, Cobalion, Terrakion, Virizion, Tornadus, Thundurus, and Landorus are allowed in the Battle Maison.

Just opinion, but I'd personally go with Froakie. I like my rival to have a type advantage over me. So then Calem/Serena would have Chespin, and Grass (as well as Fighting which it would gain STAB from when it evolves into Chesnaught) are super effective against Rock. Then Shauna would have Fennekin, which is weak to Rock, keeping the 'Calem/Serena have a starter with a type advantage and Shauna has a starter with a type disadvantage' thing. But yeah, just my opinion on it. Do whatever you like.
